The illustration shown below was scanned off a Savage factory parts list, using factory reference numbers, which are converted to factory part numbers. This is important as about all obsolete parts suppliers use ONLY factory or closely associated numbers where ever possible so everyone is on the same page.
Note, for some of the older firearms,
many over 100 years old, the factories never used what we now know as assembly
drawings, but just views of many of the component parts & possibly randomly
placed
 as seen below

This is a small license file that "activates" the placeholder and your converted games, essentially telling the console that you own the digital content.
This is the "license" or "signature." Without a RAP file, the PS3 sees the installed PKG as "unregistered" and will refuse to boot it, usually throwing an error like 80010007 .

Modern setups often automatically detect and activate RAP files. Keep your USB drive plugged in, go to the Network or Game column, and look for your system's built-in activation tools. Alternatively, launching the placeholder while the USB is inserted with the exdata folder will auto-assign the license on newer HEN versions.

A .RAP file is a license key required to activate digital content on the PS3. For the Placeholder to function, the console must believe you own the license for that specific "Classic" application. This is a small license file that "activates"
If the "top" RAP file doesn't work, you may need to resign it with your console's unique ACT.dat and IDPS.hex files using ps2classics_resigner 1.2.1.
Homebrew apps like reactPSN or psn patch , or the built-in system tools in modern CFW/HEN to activate RAP files.
The tool will scan usb000/exdata/ , find the placeholder RAP file, and sign it directly to your local user account profile. Converting and Loading PS2 Games

Depending on your software setup, use one of the following methods to activate the license:
